What is a Parish Council?

Parish and town councils in England and  community and town councils in Wales are the first tier of local government.  They deliver a vast range of services at a local community level.

There are around 10,000 community, parish and town councils in England and Wales, made up of nearly 100,000 councillors.  These first-tier councils can respond to the needs of the local community delivering the services or representation it most needs.

At present, but not in all locations in England and Wales, there is a three-tiered structure of local government.

Powers and duties

Parish and town councils have a large range of powers, and the activities parish and town councils are involved in can be wide ranging.  Many parish and town councils are involved in planning, promoting tourism, licensing, management of town and village centres and providing community halls.

How Parish Councils work

Parish councils are statutory bodies, with the legal power to take decisions and actions.  Members are elected for a term of four years and councils are funded principally by an annual precept. Parish and town councils can apply for other funding such as grant and funding awards, but they do not receive funds direct from central government, as principal authorities do. The Parish Council will use those funds to further the interests of the community they serve, improving quality of life and the local environment.  To do this they will seek to influence decision making to deliver services needed in the local community.

Spofforth Emergency Plan

Spofforth Parish Council is putting together a village emergency plan for Harrogate Borough Council.

If there is a village wide emergency, like a lengthy power cut or very severe flooding, some villagers may benefit from receiving priority assistance from the emergency planning team. This will ensure that you are offered help first in the event of an emergency.

All names on the priority assistance list will be kept confidential and used only in an emergency situation by theSpofforth emergency committee and the emergency services.

Community Resilience Plan - First Aid training

Spofforth Parish Council has been asked by Harrogate Borough Council to co-ordinate the production of a Community Resilience Plan.

Community Resilience is the ability of a local community to respond to, and recover from, an incident or emergency due to abnormal threats or hazards.

This involves communities and individuals harnessing local resources and expertise to help themselves either alongside emergency services, or in their absence.

in association with this we are looking to organise First Aid sessions and are looking for interested parties.  These are basic or refresher sessions lasting 2 hours, organised by the Bristish Red Cross and led by a volunteer community educator.

These sessions would be held on a Friday in the village hall and a suggested donation is for £3.

Further funding for the new village hall kitchen development

Spofforth Parish Council continue to organise events in order to raise funds for the development of a new bar and kitchen in the Village Hall to improve the facilities for every social occasion - for Clubs, Associations and of course for residents of Spofforth and neighbouring villages for chiildren's parties, family celebrations and fund-raising events!

 

A very successful fund-raising event was held in the Hall in February, with a Call My Bluff Wine & Cheese Evening - a great time was had by all and over £400 was raised.  Congratulations to the winners on the Hairbelle table - who obviously take their wine tasting very seriously indeed and to Di Ball's table who were only just pipped at the post!  Thanks to Chez Vin from Otley for providing the wine expertise and to all for attending and helping to make the evening a great success.
